Frequency and due triggers

Emissions inspection · renewal: Every two years; Before registration renewal in the DEQ testing boundary.

Emissions inspection · move in: Once before the initial covered Oregon registration, then every two years; Before the initial covered Oregon registration.

Emissions inspection · private sale: Once before the covered ownership-transfer registration, then every two years; Before the covered ownership-transfer registration is completed.

Emissions inspection · dealer: Once before the covered dealer registration, then every two years; Before the covered dealer registration is completed.

Emissions inspection · retest: Reinspection after a failed Oregon emissions test; After repairs and before the covered registration or renewal can be completed.

VIN / identity inspection · move in: Once before Oregon titles the out-of-state or foreign vehicle; Before Oregon issues title to the out-of-state or foreign vehicle.

VIN / identity inspection · private sale: Once before Oregon completes the triggered title transaction; Before Oregon completes the triggered title transfer.

VIN / identity inspection · dealer: Once before Oregon completes the triggered dealer title transaction; Before Oregon completes the triggered dealer title transfer.

Fees

Emissions inspection (vehicle or transaction-specific branch): Fixed fee: $25. Oregon DEQ charges $25 for a Portland-area emissions certificate.

Emissions inspection (vehicle or transaction-specific branch): Fixed fee: $20. Oregon DEQ charges $20 for a Medford-area emissions certificate.

Emissions inspection (vehicle or transaction-specific branch): No inspection charge. Oregon DEQ provides free retests after a failed inspection.

VIN / identity inspection: Fixed fee: $9. Oregon DMV charges a $9 VIN inspection fee.

What to bring

No paperwork is required for the emissions test itself; Bring the complete DMV renewal form only if renewing registration and receiving tags at the DEQ station; No paperwork is required for the emissions retest itself; Out-of-state or foreign title and the DMV title/registration application

High-impact exceptions

• Oregon DEQ expressly states that Oregon does not have a state-mandated safety inspection program; the DEQ test is emissions-only.
• Oregon emissions testing applies only inside the Portland-metro and Medford/Ashland VIP testing boundaries.
• Battery-electric vehicles are exempt from Oregon emissions testing statewide.
• For calendar year 2026, Oregon exempts model years 2023 through 2027 from DEQ testing, subject to the published registration-expiration note for model year 2023.
• Vehicles model year 1974 or older are exempt from Oregon emissions testing.
• Diesel vehicles over 8,500 lb GVWR are exempt from Oregon emissions testing.
• The Medford DEQ testing area applies only to vehicles 20 years old or less.
• Ordinary Oregon-titled renewals and in-state private sales require no VIN inspection step.
