How source authority is chosen
A current statute or administrative rule takes priority when it directly controls the claim. Next come current official DMV, DPS, DEQ, or program guidance; official fee, exemption, waiver, retest, and station pages; then officially designated operators. EPA material provides context, not a substitute for current state rules.
The dates show when we last checked each page and, when published, when its rule took effect. If official sources conflict, we do not present a definitive answer until the conflict is resolved.
