Why an answer may be unavailable
“Not required” must be supported just as carefully as “required.” Missing evidence is never turned into a negative answer.
Which official sources we use
We use the official source that directly addresses each requirement. An emissions-area source, for example, does not establish a separate safety or VIN requirement.
What “cannot determine” means
The checker uses this result when a controlling fact is missing, the program area is unclear, official sources conflict, an official page is unavailable, or the selected vehicle or transaction is not covered. The best official next step remains visible.
How dates and geographic boundaries work
A rule begins on its official start date and stops before any stated end date. Model-year, rolling-age, and GVWR limits are applied exactly as published. Future rules do not activate early.
State and program sources define county or program-area membership. A ZIP may suggest a county, but never confirms a final answer where boundaries cross it.
How answers stay current
We compare each answer with current official sources, including dates and important boundary cases. If a controlling source changes or conflicts with another official source, the affected answer becomes unavailable until it can be confirmed.
