High-impact exceptions

  • A vehicle displaying, or being titled for, Pennsylvania antique registration is excluded from the periodic safety-inspection requirement.
  • The selected follow-up concerns only a failed Pennsylvania emissions inspection, so it does not add a safety reinspection.
  • Registration outside Pennsylvania's 25 emissions counties is outside the I/M program, so no emissions inspection or exemption sticker is required.
  • Pennsylvania's represented I/M subject-vehicle definition is gasoline-powered; diesel, battery-electric, and dedicated alternative-fuel selections are outside this emissions requirement.
  • Pennsylvania emissions coverage begins with model year 1975, so a 1974-or-older vehicle is excluded from the I/M test.
  • The Pennsylvania I/M subject-vehicle ceiling is 9,000 lb GVWR; a vehicle over 9,000 lb is excluded from this emissions requirement.
  • Pennsylvania excludes registered antique, classic, and collectible vehicles from the emissions inspection program rather than issuing a mileage-exemption sticker.
  • This vehicle does not undergo the emissions test under Pennsylvania's 5,000-mile exemption, but the owner must complete the separate paid EXEMPT-sticker step at an emissions station.
